A. In accordance with the rate structure set forth in sections 9-5C-2 and 9-5C-3 of this article, there is hereby levied upon all developed and undeveloped real property within the boundaries of the utility service area located in the city, a monthly service charge as established by ordinance of the city council.
B. For all undeveloped real property within the boundaries of the utility, except for exempt property as set forth in section 9-5C-7 of this article, the monthly service charge shall be multiplied by the number of equivalent acreage units determined by the utility to be contained in such parcel pursuant to section 9-5C-5 of this article.
