§ 72.21 SPEEDING.
   Any person who violates the general speed restrictions, as defined in ILCS Ch. 625, Act 5, § 11-601, and incorporated fully herein by reference, commits the offense of speeding and shall be in violation of this section.

§ 72.22 DISOBEYING TRAFFIC CONTROL DEVICE.
   The driver of any vehicle shall obey the instructions of any official traffic-control device, including a school crossing guard, unless otherwise directed by a police officer, as defined in ILCS Ch. 625, Act 5, § 11-305, and incorporated fully herein by reference. Violation of this provision of the Illinois Motor Vehicle Code shall constitute a violation of this section.

§ 72.23 OPERATING AN UNSAFE MOTOR VEHICLE.
   Any person who drives, moves, or if the owner causes or knowingly permits to be moved any vehicle or combination of vehicles which is in such unsafe condition as to endanger any person or property, as defined in ILCS Ch. 625, Act 5, § 12-101, and incorporated fully herein by reference, commits the offense of operating an unsafe motor vehicle and shall be in violation of this section.

§ 72.24 NEGLIGENT DRIVING.
   Any person who operates a motor vehicle in a reckless manner, either driving erratically/squealing the tires, or driving in such a way as to alarm others, as defined in ILCS Ch. 625, Act 5, § 11-505, and incorporated fully herein by reference, commits the offense of negligent driving and shall be in violation of this section.

§ 72.25 USE OF MOBILE TELEPHONES WHILE OPERATING A MOTOR VEHICLE.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      HANDS FREE DEVICE. An external device that connects to a mobile telephone that allows the user to engage in a telephone call without touching the user’s mobile telephone.
      MOBILE TELEPHONE. A cellular, analog, wireless or digital telephone or other device capable of sending or receiving telephone message without an access line for service.
      ON- BOARD COMMUNICATIONS SERVICE. A communications system or device that is hard-wired into the motor vehicle.
      USE. Talking or listening to another person, text messaging, sending, reading or listening to an electronic message or browsing the internet.
   (B)   Except as otherwise provided in division (C) of this section, no person shall operate a motor vehicle while using a mobile telephone.
   (C)   The provisions of this section shall not apply to:
      (1)   Any person using a mobile telephone or on-board communications device for non-personal use in the course of ordinary business in their employment with a city, state, or federal agency or authority;
      (2)   Any person using a hands free device for voice communication, provided that such person does not touch the mobile telephone connected to such hands free device while operating or using the vehicle;
      (3)   Any person using a mobile telephone to call 911 or other emergency telephone numbers to contact public safety forces;
      (4)   Any person using a mobile telephone while maintaining a motor vehicle in a stationary and parked position.

AUTOMATED TRAFFIC LAW ENFORCEMENT SYSTEMS
§ 72.35 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ADMINISTRATOR. The village's Traffic Control Administrator.
   AUTOMATED TRAFFIC LAW ENFORCEMENT SYSTEM. A device with one or more motor vehicle sensors working in conjunction with a red light signal to produce recorded images of motor vehicles entering an intersection against a red light signal in violation of ILCS Ch. 625, Act 5, § 11-306 or a similar provision of a village ordinance.
   AUTOMATED TRAFFIC LAW VIOLATION. A violation described in ILCS Ch. 625, Act 5, § 11-208.6.
   CERTIFIED REPORT. A report concerning five or more unpaid fines or penalties for automated traffic law violations made by the village to the secretary.
   CODE. The Illinois Vehicle Code, ILCS Ch. 625, Act 5, §§ 1-100 et seq.
   COMPANY. SafeSpeed, LLC.
   DETERMINATION NOTICE. A notice of final determination of automated traffic law violation liability issued pursuant to ILCS Ch. 625, Act 5, § 11-208.3 and pursuant to the provisions of this subchapter.
   RECORDED IMAGES. Images showing the time, date and location of an automated traffic law violation recorded by an automated traffic law enforcement system on:
      (1)   Two or more photographs;
      (2)   Two or more microphotographs;
      (3)   Two or more electronic images; or
      (4)   A video recording showing the motor vehicle and, on at least one image or portion of the recording, clearly identifying the registration plate number of the motor vehicle.
   SECRETARY. The Illinois Secretary of State.
   SUSPENSION NOTICE. A notice of impending driver's license suspension issued pursuant to ILCS 625, Act 5, § 11-208.3 and pursuant to the provisions of this subchapter.
   SYSTEM. Individually, an automated traffic law enforcement system or, collectively, automated traffic law enforcement systems established in the village pursuant to this subchapter.
   VILLAGE. The Village of Orland Hills, Illinois.
   VIOLATION NOTICE. An automated traffic law violation notice issued pursuant to ILCS Ch. 625, Act 5, §§ 11-208.3 and 11-208.6 and pursuant to the provisions of this subchapter.
