Sec. V-3. POWERS AND DUTIES OF THE CITY ADMINISTRATOR.
The City Administrator shall be responsible to the Mayor and Council for the administration of City affairs placed in the City Administrator's charge and shall:
(a)   Direct and supervise the administration of all departments and agencies of the Municipality except Law and as otherwise provided by this Charter or by Law;
(b)   Advise the Mayor regarding the appointment, promotion, transfer, reduction in rank or removal of all Municipal employees;
(c)   Prepare and submit the annual budget and capital program to the Council and be responsible for its execution after adoption;
(d)   Unless excused by the Mayor, attend all Council meetings with the right to participate in discussions but not the right to vote;
(e)   Keep the Mayor and City Council regularly advised as to the financial condition and needs of the City;
(f)   Submit to the Mayor, City Council and the public, an annual report on the finances and administrative activities of the City;
(g)   Supervise the administration of human resources practices and policies for all City departments;
(h)   Perform the duties and fulfill the responsibilities of one or more department head positions when directed by the Mayor and City Council; and
(i)   Perform such other duties as are specified in this Charter or may be required by the Mayor and City Council.
