(a) The City Administrator shall be appointed by the Mayor with a confirmation by majority vote of Council. The City Administrator shall be appointed solely on the basis of executive and administrative qualification. The City Administrator need not be a resident of the Municipality or State at the time of appointment but may reside outside the Municipality while in office only with the approval of the Mayor and Council. The City Council shall set the City Administrator's compensation and other benefits.
(b) During the absence, disability or vacancy of the City Administrator, the Mayor shall designate a properly qualified person as Acting City Administrator. No Acting City Administrator shall serve more than one hundred twenty (120) days without Council approval.
(c) The City Administrator may be removed for cause or without cause by written recommendation of the Mayor and concurrence by a majority of Council.
(d) If the Mayor does not appoint a City Administrator within one hundred and twenty days (120) of the adoption of this provision, or an Acting City Administrator, the Council shall by majority vote select a City Administrator.
