A. Proper Zoning Area: No rest home, nursing or convalescent home, or related institution shall be maintained in the city except in an area zoned for multiple dwellings.
B. Construction: The house shall be constructed so that the persons cared for shall not be housed either above or below the ground floor thereof. However, persons cared for may be housed on the second floor thereof if the house is constructed as to have a fire resistance of one hour and if it has an adequate fire escape as approved by the fire chief of the city, and either approved sprinkler system or an approved automatic fire detection system.
