A. Fees For Certain Activities: There is hereby assessed a permit fee on the following activities. The amount of each of the permit fees shall be set by resolution of the city council. Such fee shall be paid to the city clerk prior to issuance of the permit by the city manager or his designee as required in section 3-1-1 of this chapter. Fees shall be assessed for the following activities per occurrence, unless otherwise stated:
Auctions (estate sale, closing out sale, etc.; no license required under section 3-1-2 of this chapter).
Building moving.
Carnivals.
Circuses.
Garage sales.
Oil and gas drilling.
B. Exceptions To Permit Fees: Permit fees shall not apply to circuses, street fairs, carnivals nor any athletic exhibition given by public or private schools, nor to any event given under the auspices of a local nonprofit organization, nor to any event from which all the proceeds go to some charitable cause.
