To assist in maintaining the general sanitation and health of the City of Okemah, all houses, buildings or properties used for human occupancy, employment, recreation or other purposes situated in the City of Okemah, shall connect and utilize the City of Okemah's water, sewer and trash (refuse) utility services. It shall be the duty of every person occupying or having control of the occupancy of any premises within the City of Okemah to notify the City of Okemah's utilities authority at the beginning of such occupancy and to request, accept and use the City's water, sewer and trash services. The failure of any owner, rental agent or occupant of such premises to make such request shall not prevent or in any way impair or impede the City of Okemah's utilities authority from adding the address of such premises to the records and providing such service and otherwise enforcing, the regulations approved by the City Council, and causing the fees or charges to be paid.
Any person who violates, neglects or refuses to comply with any regulation, requirement or provision of this section or any other regulation of the City Manager duly promulgated hereunder shall be deemed guilty of a misdemeanor with a fine of five hundred dollars ($500.00) plus court costs.
