8-3-10: CORRECTIVE ACTIONS REQUIRED FOR NONCOMPLIANCE:
When an instance of noncompliance is discovered or when a sewer problem is identified requiring corrective action, whether by a complaint, inspection, permit application or other means, the city manager, sewer superintendent or their designees shall investigate the problem immediately. After full investigation by the city manager, sewer superintendent or their designees, the corrective actions shall occur according to the following schedule: (Ord. 2006-03-01, 3-13-2006)
   A.   Surfacing Sewer: If surfacing sewer is identified, the problem shall be corrected immediately (within 24 hours). If the problem is on city property or in the city's sewer mains, the Okemah utilities authority shall correct the problem. If the problem is on private property or in the individual connection to the city's sewer main, the owner of the property shall correct the problem. All private sewer repair or replacement shall be accomplished by a licensed Oklahoma plumbing contractor in accordance with all city codes or regulations, state codes or regulations and the international plumbing code. Installation, replacement or repair must be approved by the Okemah utilities authority inspector or his designee as to design and installation.
   B.   Sewer Lines, Cleanouts, Backflow Prevention Devices: If any private sewer lines or fittings are determined to be damaged, deteriorated, constructed of unapproved materials, or improperly installed, the problem shall be corrected within twenty one (21) days. The authority shall notify the property owner in writing and identify the corrections required. The property owner shall notify the authority when work is completed. All sewer repair shall be accomplished by a licensed Oklahoma plumbing contractor in accordance with all city codes or regulations, state codes or regulations and the international plumbing code. Installation, replacement or repair must be approved by the Okemah utilities authority inspector or his designee as to design and installation.
   C.   Prohibited Connections: If any private sewer lines or fittings are determined to constitute a prohibited connection, or allow the entry of storm water into the sanitary sewer system, the problem shall be corrected within twenty one (21) days. The authority shall notify the property owner in writing and identify the corrections required. The property owner shall notify the authority when work is completed. All sewer repair shall be accomplished by a licensed Oklahoma plumbing contractor in accordance with all city codes or regulations, state codes or regulations and the international plumbing code.    D.   Grease Traps, Interceptors And Separators: If it is determined that a grease trap, interceptor, separator or any combination of these is required on an existing sewer, the owner of the property shall be notified of the problem in writing by the Okemah utilities authority. In the notice, the authority shall identify the corrections required and request a meeting with the property owner. At the meeting, a plan and schedule for correction will be discussed allowing the property owner a reasonable time to accomplish installation not shorter than ninety (90) days, nor in any instance longer than one year.
   E.   Multiple Connections/Users: If it is determined that more than one user or more than one type of user is attached to the same private sewer line, the utilities authority shall notify the property owner(s) in writing identifying the problem. In the notice, the authority shall identify the corrections required and request a meeting with the property owner. At the meeting, a plan and schedule for correction will be discussed allowing the property owner a reasonable time to accomplish correction not shorter than ninety (90) days, nor in any instance longer than one year.
