8-3-9: MONITORING OR INSPECTION:
   A.   Right Of Inspection: The Okemah utilities authority shall have the right of inspection of all sewer lines within the city (both public and private). The city manager, sewer superintendent or their designees shall have the right to enter the premises of any user to determine whether the user is complying with all the requirements of this chapter and other chapters that may be applicable. All users shall allow the city manager, sewer superintendent or their designees ready access to all parts of the premises for the purposes of inspection, sampling, record examination and copying, and the performance of any additional duties.
   B.   Devices For Sampling: The city manager, sewer superintendent or their designees shall have the right to set on the user's property such devices as are necessary to conduct sampling and/or metering of the user's operation.
   C.   Delays In Allowing Entrance Upon Property: Unreasonable delays in allowing the city manager, sewer superintendent or their designees access to the user's property shall be a violation of this chapter.
   D.   Right To Establish Fees And Charges: The Okemah utilities authority shall have the right to establish fees and charges for the monitoring and inspection activities as described in this section. (Ord. 2006-03-01, 3-13-2006)
