8-3-6: PROHIBITED DISCHARGES:
The city hereby lists the following discharges as prohibited from being introduced into the city sewer system as stated below. All discharges are subject to the restrictions and requirements as set forth in this section.
   A.   General Prohibitions: No user shall cause to be introduced into the POTW any pollutant or wastewater which causes pass through, interference, upset, or affects the safety of workers. These general prohibitions apply to all users of the POTW whether or not they are subject to categorical pretreatment standards or any other national, state or local pretreatment standards or requirements.
   B.   Specific Prohibitions: No user shall introduce or cause to be introduced into the POTW any of the following pollutants, substances or wastewater:
      1.   Nondomestic wastewater to the city sanitary sewers, except as authorized by the city in accordance with the provisions of this chapter.
      2.   Storm water, surface water, ground water, artesian well water, roof runoff, subsurface drainage or any water, swimming pool drainage, condensate, deionized water, water from drains, yard fountains, ponds, septic tanks or lawn sprays into any sanitary sewer, unless specifically authorized by the superintendent.
      3.   Pollutants which create fire or explosion hazard in the POTW, including, but not limited to, waste streams with a closed cup flashpoint of less than one hundred forty degrees Fahrenheit (140°F) (60°C) using test methods specified in 40 CFR 261.21.
      4.   Pollutants which will cause corrosive structural damage to the POTW or equipment, but in no case discharges with a pH lower than 6.5 or higher than 9.0.
      5.   Solid or viscous pollutants in amounts which will cause obstruction to the flow in the POTW resulting in interference, including, but not limited to, ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastic, wood, whole blood, paunch, excrement other than human, hair and fleshing, entrails, lime slurry, lime residue, slops, chemical residues, paint residues, fiberglass, or bulk solids including unshredded garbage.
      6.   Any pollutant, including oxygen demanding pollutants (BOD, etc.) released in discharge at a flow rate and/or pollutant concentration which will cause interference with the POTW.
      7.   Heat (whether liquid or vapor) in amounts which will inhibit biological activity in the POTW resulting in interference, but in no case heat at the point of connection in excess of one hundred fifty degrees Fahrenheit (150°F) which is sixty five degrees centigrade (65°C) or heat which would cause the temperature of influent at the POTW to exceed one hundred four degrees Fahrenheit (104°F) which is forty degrees centigrade (40°C).
      8.   Petroleum oil, nonbiodegradable cutting oil or products of mineral oil origin.
      9.   Pollutants which result in the presence of toxic gases, vapors, or fumes within the POTW in a quantity that may cause worker health and safety problems.
      10.   Any noxious or malodorous substance which can form a gas, which either singly or by interaction with other wastes, is capable of causing objectionable odors or hazards to life and property, which forms solids in concentrations exceeding limits established herein or creates any other condition deleterious to structures or treatment processes; or requires unusual facilities, attention, or expense to handle such materials.
      11.   Trucked or hauled pollutants, except at discharge points designated by the POTW (nonhazardous liquid waste or grease).
      12.   Wastewater which imparts color which cannot be removed by the treatment process, such as, but not limited to, dye wastes and vegetable tanning solutions, which consequently imparts color to the treatment plant's effluent, thereby violating the Okemah utilities authority NPDES permit.
      13.   Wastewater containing any radioactive wastes or isotopes except those in compliance with applicable state and federal regulations.
      14.   Sludges, screenings, or other residues from the pretreatment of industrial wastes.
      15.   Medical wastes, except as specifically authorized by the superintendent in a wastewater discharge permit.
      16.   Detergents, surface active agents, or other substances which may cause excessive foaming in the POTW.
   C.   Quantities Or Concentrations Restricted: Except in quantities, or concentrations, or with provisions as stipulated herein, it shall be unlawful for any person, corporation, or individual to discharge waters or wastes to the sanitary sewers of the Okemah utilities authority containing:
      1.   Free or emulsified oil and grease exceeding on analysis an average of fifty milligrams per liter (50 mg/l) (417 pounds per million gallons) of either or both or combinations of free or emulsified oil and grease, if, in the opinion of the utilities authority, it appears probable that such wastes:
         a.   Can deposit grease or oil in the sanitary sewer lines in such manner as to clog the sanitary sewers;
         b.   Can overload the collection system's or treatment plant's skimming and grease handling equipment;
         c.   Are not amenable to biological oxidation and will therefore pass to the receiving waters without being affected by normal wastewater treatment processes; or
         d.   Can have deleterious effects on the treatment process due to the excessive quantities; (Ord. 2006-03-01, 3-13-2006)
         e.   All businesses, institutions, or organizations (not residences) that cook with grease must install a grease trap that complies with the international building code. (Ord. 2006-03-01, 3-13-2006; amd. 2007 Code)
      2.   Domestic wastewater which exceeds two hundred milligrams per liter (200 mg/l) biochemical oxygen demand (BOD) concentration or two hundred milligrams per liter (200 mg/l) total suspended solids (TSS).
      3.   Salts of the heavy metals, in solution or suspension, in concentrations toxic to biological wastewater treatment processes, or adversely affecting sludge digestion or any other biochemical, biological, or other wastewater treatment process, or adversely affecting the biology of the stream receiving the effluent that the wastewater treatment facility discharges to, or exceeding the local limits as expressed in section 8-3-8 of this chapter.
      4.   Pollutants exceeding the limits as set forth in section 8-3-8 of this chapter for certain specific pollutants.
      5.   A volume of a single toxic industrial waste discharge, or the combined toxic industrial waste discharge of a group of industries within a single contributory area, so large as to raise a question of the ultimate concentration of toxic substances entering a treatment plant or a receiving stream.
