8-3-1: OBJECTIVES; APPLICATION OF CHAPTER:
   A.   Objectives: The objectives of this chapter are:
      1.   To prevent the introduction of pollutants into the publicly owned treatment works that will interfere with its operations; and
      2.   To prevent the introduction of pollutants into the publicly owned treatment works that will pass through the publicly owned treatment works being inadequately treated, into receiving waters, or otherwise be incompatible with the publicly owned treatment works; and
      3.   To ensure the quality of sludge, thereby allowing its use and disposal in compliance with state and federal laws to which the publicly owned treatment works is subject; and
      4.   To provide control over hauled sludge by means of a manifest describing owner, origination point(s), transporting party's name and Oklahoma permit number, date and time of possession of sludge; and
      5.   To protect both publicly owned treatment works personnel who may be affected by the wastewater and sludge in the course of their employment and the general public; and
      6.   To promote reuse and recycling of industrial wastewater and sludge from the publicly owned treatment works; and
      7.   To provide for fees for the equitable distribution of the cost of operation, maintenance and improvement of the publicly owned treatment works; and
      8.   To enable the Okemah utilities authority to comply with its national pollutant discharge elimination system permit conditions, sludge use and disposal requirements, and any other state and federal laws to which the publicly owned treatment works is subject.
   B.   Application Of Chapter: This chapter shall apply to all users of the publicly owned treatment works. This chapter authorizes the issuance of wastewater discharge permits; provides for monitoring, compliance, and enforcement activities; establishes disposal requirements; establishes administrative review procedures; requires user reporting; and provides for the setting of fees for the equitable distribution of costs resulting from the program established herein.
