The Okemah utilities authority is hereby granted the right and authority to make and promulgate reasonable rules and regulations concerning the use by the public of the sewer and water facilities and to provide reasonable charges for all services rendered. It is further granted all necessary powers to ensure that the utilities are so utilized as to provide for proper compliance with the terms of the bond indenture heretofore entered into and authorized by the voters of the city by which the facilities were constructed.
