5-3-2: OFFICE OF EMERGENCY MANAGEMENT:
There is hereby established under the executive branch of the government of the city an office of emergency management which shall consist of:
   A.   A director of emergency management who shall be appointed by the city manager and serve at his pleasure. The director shall report directly to the city manager. The emergency management director shall meet the qualifications promulgated by the Oklahoma department of emergency management (OEM) and of 63 Oklahoma Statutes section 683.11, or other relevant statute.
   B.   Such other volunteer emergency management advisory committees may be created by the director for the evaluation of technical, professional, or other phases of the work of the office of emergency management and which may provide advisory assistance on any matters pertaining to the city's emergency management.
