4-1-9: INABILITY TO PAY; ABATEMENT BY CITY:
If the person responsible for the nuisance is unable to pay for its removal, the work may be done by the employees of the City under supervision of the City Manager, or it may be let by contract to the lowest and best bidder, after appropriate notice, in the manner for letting other contracts by public bid. (1985 Code § 8-410)
