Whenever an appeal is allowed or provided for by the technical codes, upon filing of any appeal to the board of building and fire code appeals, the petitioner shall pay to the city a fee of one hundred dollars ($100.00). The fee shall be collected by the officer in whose office said petition is filed and shall be deposited with the city treasurer and credited to the general fund. No appeal shall be considered by the board of building and fire code appeals unless and until such fee has been paid.
