7-2-15: CAMPING AND RELATED ACTIVITIES:
   A.   In this chapter:
   CAMP: A person or group of people possessing two (2) or more of the following items of camp paraphernalia for the purpose of maintaining an outdoor place to dwell or sleep:
      1.   Tent;
      2.   Lean to;
      3.   Temporary shelter;
      4.   Tarpaulin;
      5.   Cot;
      6.   Bedding;
      7.   Sleeping bag;
      8.   Blanket;
      9.   Mattress;
      10.   Mat;
      11.   Hammock;
      12.   Stored personal belongings; or
      13.   Non-City-designated cooking facilities or fire.
   PUBLIC PROPERTY: Any real property, building or structure within Ogden City, along with its ingress or egress, owned, leased or controlled by a Utah political subdivision or any department thereof, including any sidewalk, street, parking strip, alley, lane, public-right-of-way, park, square, open space, bench, or equipment.
   RECREATIONAL VEHICLE: Has the same meaning as defined in Section 10-5-23.
   B.   It is unlawful for any person to camp:
      1.   Upon any portion of public property; or
      2.   Within vehicles or recreational vehicles parked upon public property.
   C.   The Chief of Police shall monitor Weber County homeless shelters for available beds or other accommodations and direct law enforcement officers to suspend enforcement of this ordinance if all shelters reach capacity.
   D.   Exceptions: The provisions of this section do not apply:
      1.   To any area that is managed by a Utah political subdivision and designated for camping by that political subdivision;
      2.   To authorized events where camping has been approved by the Mayor; or
      3.   During any time period that the Chief of Police determines all available beds or other accommodations within Weber County homeless shelters are full.
   E.   Personal Storage on Public Property:
      1.   No person shall leave, deposit, abandon, or store personal property upon or within public property for more than fifteen (15) minutes.
   F.   Penalty: A violation of any provision of this chapter is a Class B Misdemeanor, punishable as set forth in Title 1, Chapter 4 of this code.
