(a) There is established in the Village the Division of Building Regulation which shall be under the jurisdiction of the Director or Administrator or his designee.
(b) The Division shall consist of a Chief Building Official and such deputies and assistants as may be provided by Council or shall be in contract with a certified Building Inspector or a company certified to perform required plan reviews and inspections within the Village. No person engaged in the services of the Division shall, during the term of his office, enter into any contract for building for others or for furnishing materials.
(c) The Division, under the immediate supervision of the Chief Building Inspector, shall be responsible for the examination of plans, the issuance or denial of permits under applicable provisions of the ordinances and codes of the Village and State laws. He further shall be charged with the responsibility of the inspection of buildings, examination and condemnation of buildings and such other powers as are now or may hereafter be conferred upon the Division or the employees thereof by the ordinances of this Village or State laws.
(d) The Division shall be further charged with the construction and inspection of all public improvements when so directed by ordinance or executive order.

(a) The Building Inspector shall be the head of the Division of Building Regulation and have the management of all matters and affairs pertaining thereto.
(b) The Building Inspector shall prescribe rules and regulations for the persons engaged in the service of the Division. Such persons shall do and perform such duties as he may require or direct and be under his direction, supervision and control.
(c) The Building Inspector shall be charged with the survey and inspection of buildings and structures and with the enforcement of all parts of this Building Code.
(d) The Building Inspector shall enforce all other laws and ordinances on the same subject matter.
(e) The Building Inspector shall be in charge of the examination and approval of all plans and specifications before a permit may be issued and sign and issue all permits, certificates and notices required by this Building Code.
(f) The Building Inspector shall keep proper record showing the location, value and character of every building, structure or other work for which a certificate or permit is issued and a copy of every report or inspection of a building, structure or work with the name of the inspector making the inspection and the date thereof.
(g) The Building Inspector shall make monthly reports to the Administrator or his designee and Village Council on or before the first Monday of each month, of the number of permits or certificates issued during the preceding calendar month and the estimated value of construction of the buildings, structures or works for which the permits or certificates were issued and any further information that may be required by the Director or Administrator.
(h) The determination of value or valuation under any of the provisions of this Building Code shall be made by the Inspector. (Ord. 36-03. Passed 5-19-03.)
To be eligible for appointment, the Building Inspector or chief enforcement official shall be an architect or professional engineer registered in the State of Ohio, having at least five years’ experience in building construction and design or a person having at least ten years’ experience in building construction, design or inspection and shall hold a Class I State Certificate issued by the State of Ohio. He shall be generally informed about the quality and strength of building materials, the prevailing methods of building construction, good practice in fire prevention, the accepted requirements for safe exit facilities and the proper installation of plumbing, electrical wiring, elevators and other installations for the safety, comfort and convenience of occupants. He shall be in good health and physically capable of making the necessary examinations and inspections of buildings in the course of construction. He shall not have any interest whatever, directly or indirectly, in the sale or manufacture of any material.
