The Restricted Industrial (RI) District is provided in recognition of industrial uses which seek locations in suburban areas or near residential areas. These industrial uses generally require a minimum of services and facilities and generate limited industrial traffic. These uses typically operate within an enclosed structure and have little or no adverse effect on adjacent land by producing little or no noise, odor, dust, smoke, glare, or hazard.
The Restricted Industrial District is intended to encourage areas of industrial use with architecturally attractive structures surrounded by landscaped yards. Such industrial development may be in close proximity to other land areas, but is best accomplished at the periphery of such areas.
No lands or building shall be erected, maintained or designed to be used for other than a permitted use or offices associated with that permitted use. The following uses are permitted uses, subject to conformance with Chapter 1165:
(a) Manufacturing of electronic components and accessories, communication equipment, computers and computer accessories.
(b) Manufacture of measuring and controlling devices, including scientific, medical and optical instruments.
(c) Manufacture of photographic equipment and supplies.
(d) Manufacture of watches, clocks, jewelry, metal and plated ware, and products of purchased glass.
(e) Manufacture of pharmaceuticals.
(f) Printing, publishing, bookbinding and related printing services.
(g) Manufacture and/or assembling of clothing, footwear, and miscellaneous apparel and accessories, from previously produced or processed textiles, leather, rubber or other basic materials.
(h) Manufacture or processing of food, bakery or confectionery products.
The following uses shall be allowed in the Restricted Industrial District, subject to approval in accordance with Chapter 1181.
(a) Research and other development laboratories not permitted under any other section of this Zoning Ordinance.
(b) Wholesaling of electrical goods, any goods, drugs, chemicals and allied products, hardware, plumbing and heating supplies, machinery, equipment and supplies, tobacco products, beverages, paper products, furniture, and similar miscellaneous products provided that:
(1) The applicant demonstrates to the Planning and Zoning Commission's satisfaction that truck traffic generated by the proposed use will not exceed four trips per day; and
(2) The truck traffic will not be routed through or negatively affect residential areas.
(c) Commercial Kennels. Commercial kennels shall not be located within two hundred (200) feet of any residential zoning district, including PUD and PRD.
(d) Other Industry. Permitted uses of the Limited Industrial District developed in accordance with the provisions of this District.
In addition to the provisions of Chapter 1165, the following standards for the arrangement and development of land and buildings are required in the Restricted Industrial (RI) District:
(a) Minimum Lot Area. No minimum lot area is required, however, all lots shall abut an improved public right-of-way and lot area shall be adequate to provide the required yard space.
(b) Minimum Lot Width. No minimum lot width is required, however, all lots shall abut an improved public right-of-way and have adequate width to provide the required yard space and meet minimum access requirements.
(c) Minimum, Front Yard. The minimum front yard setback shall be no less than fifty (50) feet measured from the street right-of-way.
(d) Minimum Side Yard. For main and accessory structures, including open service and loading areas, the required side yard shall not be less than one-third the sum of the height and depth of the structure, but in no case shall be less than fifteen (15) feet from interior lot line, unless adjacent to any residential zoning district, Planned Residential District, and Planned Unit District whereby the side yard shall be no less than fifty (50) feet.
(e) Minimum Rear Yard. For main and accessory structures, the required rear yard shall not be less than one-third the sum of the height and depth of the structure, but in no case shall be less than fifteen (15) feet from interior lot line, unless adjacent to any residential zoning district, Planned Residential District, and Planned Unit District whereby the side yard shall be no less than fifty (50) feet.
(f) Maximum Lot Coverage and Intensity of Use. No maximum lot coverage is required, however, the lot coverage shall be adequate to provide the yard space required and meet the following provisions.
(1) A use allowed in this district shall operate entirely within an enclosed structure, emitting no dust, smoke, noxious odor or fumes outside this structure, and producing a noise level audible at the property line no greater than the average noise level occurring on any adjacent street.
(2) Open service areas and loading docks shall be screened by walls or fences at least six feet but not more than eight feet in height. These walls or fences shall have an opaqueness of seventy-five percent (75%) or more, so as to effectively conceal service and loading operations from adjoining streets and from a Residential Zoning District or a Planned Development District.
(g) Maximum Height of Structures. No structure shall exceed fifty feet in height.
(h) Supplemental Standards. The following supplemental standards shall apply within the Restricted Industrial District (RI):
