§ 31.01 ELECTIONS, FUNCTIONS.
   The members of the City Council, including the Mayor and the Aldermen, shall be elected and serve for a four-year term as is provided by statute. The commencement of terms for all newly elected officials shall begin at the first regularly scheduled City Council meeting held in May following receipt of certified election results for the local election authority. The Council shall be the legislative division of the city government and shall perform such other duties and have such powers as may be authorized by statute.

§ 31.03 COMMITTEE OF THE WHOLE.
   (A)   The City Council will meet as a Committee of the Whole in order to discuss, but not to formally act upon, all city business. The agenda for the Committee of the Whole will be prepared by the office of the City Administrator as coordinator for all information to be submitted and requests for time on the agenda by members of the City Council, staff and the general public.
   (B)   All members of the City Council will be given the opportunity to speak and participate during the Committee of the Whole section of the regular City Council meeting. Special committees may be created from time to time as directed by the City Council. The special committees will be appointed by the Mayor with the advice and consent of the Council, with such number of members as may be directed by the City Council.
   (C)   Any Committee of the Whole meeting may also be a special meeting, if properly called as such, in accordance with applicable law.
