§ 31.21 JOURNAL OF PROCEEDINGS.
   (A)   The Clerk shall keep a journal of the proceedings of the City Council at its regular meetings and at any special or special emergency meetings, including closed meetings. A copy of the proceedings of the last regular, special meeting or special emergency meeting that was open to the public shall be supplied to each member of the City Council by depositing such copy in the member's mailbox at the Municipal Building as part of the member's next regular meeting agenda packet.
   (B)   The Clerk shall also keep a verbatim record of each closed meeting of the City Council in the form of an audio tape, whether such closed meeting occurs at a regular, special or special emergency meeting. The Clerk shall secure such tapes in a safe place where they shall be kept in confidentiality until the City Council authorizes their release or destruction in accordance with the Open Meetings Act (ILCS Ch. 5, Act 120, §§ 1 et seq.) and division (C) of this section.
   (C)   The City Council may consider the destruction of the verbatim record of any particular closed meeting at any regular meeting. The Council shall consider whether to authorize destruction of the verbatim record of a particular closed meeting as part of its consent agenda, which shall include the following item for consideration, as an omnibus vote: Authorization for destruction of the verbatim record of the closed meeting held on (date), as no less than 18 months have passed and minutes have been approved for such meeting. A favorable vote shall be deemed to authorize the City Clerk to destroy the verbatim record of such closed meeting in a suitable manner. No vote to destroy the verbatim record of any particular closed meeting shall be taken unless the following have occurred:
      (1)   The City Council has approved the minutes of the closed meeting as in conformance with the requirements of the Open Meetings Act, regardless of whether the minutes have been released for public review; and
      (2)   No less than 18 months have passed since the completion of the closed meeting recorded.
