(a) The Superintendent of Building and Zoning, or his or her designee, shall issue the certificate of contractor registration upon submission of a complete application and the deposit of an annual fee of one hundred dollars ($100.00), except for renewals submitted in accordance with 1428.05(d). The annual fees portion of this ordinance shall become effective on January 1, 2006.
(b) If the Superintendent of Building and Zoning, or his or her designee, finds that the contractor has failed to submit a complete application, has submitted an application containing false information, or has been notified of a violation of a section of the Building Code or Zoning Code, notice in writing shall be delivered by hand, certificate of mailing, certified mail or ordinary mail to the contractor or his or her agent. The notice shall specify a reasonable period of time within which to remedy the findings. If the contractor fails to remedy the findings, the Superintendent of Building and Zoning shall proceed with a stop work order and revocation of the certificate of contractor registration pursuant to the procedures set forth in this chapter and subject to the appeal procedure set forth in Section 1424.04.
(c) The certificate of contractor registration, unless otherwise provided by the City, shall expire on December 31 of each year.
(d) All certificates may be renewed provided all incidents of noncompliance with or violations of applicable building or construction codes by the registrant have been corrected. The applicant shall complete an application for renewal of the certificate and pay a renewal fee of fifty dollars ($50.00). Certificates shall be renewed prior to the expiration date of the current certificate. No work shall be undertaken by any applicant until the certificate has been renewed.
