1230.01 CONTENTS; TITLE.
   (a)   This Part Twelve of these Codified Ordinances comprises rules, regulations and standards governing the subdivision of land within the City of Norton, pursuant to the authority set forth in Ohio R.C. Chapter 711, setting forth the procedure to be followed by the Planning Commission and City Council in applying and administering these rules, regulations and standards and providing penalties for the violation thereof.
   (b)   This shall be known and may be cited as "The Subdivision Regulations of the City of Norton, 2004," and shall be referred to herein as "these Subdivision Regulations" or just "these Regulations".

1230.02 EFFECTIVE DATE.
   These Subdivision Regulations are hereby declared to be necessary for the immediate preservation of the public peace, health and safety and in order to protect the public interest and secure the proper development of real estate. These Regulations shall take effect and be in full force and effect from and after the earliest period allowed by law.

1230.03 PURPOSE.
   These Subdivision Regulations are adopted to secure and provide for the coordination of streets within subdivisions with existing streets, roads or highways, for the proper amount of open space for traffic, circulation and utilities and for the avoidance of further congestion of population detrimental to the public health, safety or welfare; to provide for adequate access for emergency vehicles, to provide for the construction of streets and other facilities deemed necessary or appropriate in the public interest; to insure and promote sound community growth; to protect against deterioration and obsolescence; to provide for accurate surveying of land, to establish procedures for the preparing and recording of plats, and to safeguard the interests of the owners or occupants of property, subdividers and the local government.

1230.04 INTERPRETATION.
   The provisions of these Subdivision Regulations shall be held to be the minimum requirements adopted for the promotion of the health, safety and welfare of the people of Norton, Ohio. These Regulations are not intended to repeal, abrogate, annul or in any manner interfere with any existing laws, ordinances, covenants or rules, provided, however, where these Regulations impose a greater restriction than is required by such existing laws, covenants or rules, the provisions of these Regulations shall govern.
