The provisions of Ohio R.C. Chapter 711 prescribe certain mandatory requirements and penalties relating to the platting of land in the State, and, in addition, authorize and enable cities, through the Planning Commission and Council, to adopt and enforce local regulations and standards for the control and guidance of platting and the installation of improvements precedent to the mandatory recording of a plat in the office of the County Recorder.
