The provisions of Sections 1040.01 to 1040.05 are intended to express the general policy of Council as of the date hereof (Resolution 07-24A, passed November 16, 1967), which policy can be amended at any future time and Council reserves the right to make reasonable deviations from such policy for special situations or because of unusual hardships, in which event no person shall have any claim against the Village because of such changes or inconsistencies.
