Consideration shall be given to the extension of local water lines and water service in various areas in the Village only upon presentation to Council of petitions for the same which have been signed by a substantial number of the property owners in a given area. In the consideration of such petitions, if the Village is advised by its Engineer that it would be feasible and economical to include areas abutting upon or reasonably adjacent to an area for which petitions have been filed, the project may be extended to include such abutting or adjacent areas without the filing of petitions.
