(a) The purpose of this article is to establish a policy to provide employees and visitors with an example of preventative health behavior, to maintain as clean and healthful an environment as possible and to reduce the discomfort of employees and visitors whose tolerance with tobacco smoke or products is limited.
(b) Smoking and the use of smokeless tobacco products has been shown to affect the health and comfort of nonsmokers who come into contact with secondhand smoke or sidestream smoke.
