The Board of Aldermen shall make or authorize the making of contracts; and no contract shall bind or be obligatory upon the town unless the same is either made by ordinance or resolution adopted by the Board, or is reduced to writing and approved by the Board or expressly authorized by ordinance or resolution adopted by the Board.
