(a) It is recognized that boating and watercraft use in the town is a widely enjoyed form of leisure and recreation. It is equally recognized that some owners do not safely and properly dispose of their boats or watercraft.
(b) The Town Board of Aldermen hereby determines that the following rules and regulations are necessary to protect the health, safety and general welfare of citizens using the public waters within the jurisdictional boundaries of the town.
