§ 6-161 CIVIL PENALTY FOR TRAFFIC VIOLATIONS.
   (a)   Generally. The owner or operator of any such vehicle who has been notified of such violation, may, within the time specified in the notice, present himself or herself by mail or in person with the notice or ticket at the Police Department and answer the violations noted on such notice by voluntarily paying the civil penalty specified on the citation. Any vehicle owner/operator receiving a ticket under the provisions of this article shall be allowed to pay the penalty amount, without contesting the violation, by appearing in person at the Town of North Topsail Beach, 2008 Loggerhead Court, North Topsail Beach, NC 28460 within 15 days of issuance of the notice or ticket.
   (b)   Construction. The penalty provided in this article to be paid to and received by the Traffic Violations Bureau shall in no event be construed to be enforced imposition fines or forfeitures, but such amounts shall be construed to be civil penalties which offenders may voluntarily pay for those minor traffic law violations which are expressly made to fall within the application of this article to the extent therein provided. Such penalty shall be paid within 15 days of the issuance of the notice or ticket or such sum shall be recovered by the town in a civil action in the nature of debt.
   (c)   Disposition of proceeds. All penalties paid to the town for traffic violations as set forth in this article shall be paid into the General Fund of the town.
