All private individuals and/or all towing firms, after towing or causing to be towed a vehicle from private property without the owner’s consent, within the town limits, shall immediately notify the Police Department giving a description of the vehicle being towed; the vehicle registration number; the vehicle identification number; the date, time and location from which the vehicle was towed; the location to which the vehicle was towed; and the name of the person who requested that the vehicle be towed.
