Any towing firm on the town rotation or impoundment list may appeal the enforcement action of any provision of this article taken by the Chief of Police to the Town Manager. The appeal must be made in writing to the Town Manager within five days of the enforcement action being taken. The Town Manager shall establish any and all rules concerning such hearings and shall set a hearing date within a reasonable period of time.
