The playing of any radio, television set, record player, musical instrument or sound producing or sound amplifying device in such a manner or with such volume as to annoy or disturb the quiet, comfort or repose of any person in any dwelling, hotel or other type of residence shall be deemed a violation of this article. This article shall not apply to events held pursuant to a special event permit issued by the town.
