After storage, the owner of any motor vehicle seized may within ten days prove his or her ownership of such motor vehicle; and, upon such proof, such motor vehicle will be returned to such owner upon payment of reasonable towing and storage charges and other costs of seizure of such vehicle and all fines and costs imposed as a result of the violation of this article.
