1062.01 RULES AND REGULATIONS FOR MUNICIPAL PARKS.
   The following rules and regulations for all Municipal parks are hereby established, encompassing the following:
   (a)   Hours. All parks and recreation areas shall be open from 8:00 a.m. until 10:00 p.m., except when scheduled games end at or after 10:00 p.m., in which case, all persons in attendance shall vacate the park at the conclusion of the game. Parks and recreation areas shall be closed to the public from 10:00 p.m. until 8:00 a.m. the following day.
   (b)   Motor Vehicles.
      (1)   Motor vehicles shall be operated on vehicular roadways and shall obey all traffic control devices. Where no such roadway exists, all four-wheel vehicles will park in designated marked areas and all two- and three-wheel motor vehicles, motorized bicycles, all-purpose vehicles, mini-bikes, all-terrain bikes and snowmobiles will park in such designated marked areas as posted. No such vehicle shall park in areas where prohibited by posted "No Parking" signs, or by order of law enforcement officers, Public Safety Director and/or order of the Mayor.
      (2)   No motor vehicle shall be operated on any grassy areas or in any wooded areas; nor be operated off any such roadways; nor shall any operator be in physical control of any motor vehicle off of the roadway or designated parking areas.
      (3)   No motor vehicle shall be parked after 11:00 p.m. at the Memorial Park.
   (c)   Animals.
      (1)   Dogs or any domestic animals must be on a leash and shall not run at large in Memorial Park.
      (2)   Dogs and other domestic animals are prohibited from children's playground area.
      (3)   The owner or person in charge of any dog or domestic animal which defecates on park property shall remove all feces and dispose of same in a sanitary manner.
   (d)   Alcohol. The possession or consumption of any intoxicating liquor, beer or alcohol is strictly prohibited and shall be strictly enforced.
   (e)   Golf. Golf, the practice of golf and the swinging of golf clubs are prohibited in the park.
   (f)   Permits. Permits are required for each of the following activities without which said activities are prohibited:
      (1)   Production of musical, theatrical or other entertainment for commercial or private purposes;
      (2)   A military gathering, parade or procession;
      (3)   Publicly soliciting subscriptions or fares; and
      (4)   Orations, demonstrations or addresses to expand and publicize certain private beliefs.
      (5)   Municipal parks and recreational facilities can be used for the purposes of a band concert, dedication of a cultural garden or any other form of activity which is of beneficial value for the general public.
      (6)   The speaker's stand shall not be used.
      (7)   Use of sports fields.
   (g)   Rubbish. No rubbish or debris shall be deposited in Municipal parks and recreational areas except in designated rubbish containers or other areas specifically designated as rubbish accumulation areas.
   (h)   Pavilions. Pavilions at any park or recreation area controlled by the city are available for use by the general public on a shared basis unless reserved by a responsible party as set forth in Section 1062.02. Pavilions are only available for reservation on a permitted basis from Memorial Day through Labor Day.
   (i)   Skate Parks.
      (1)   Motorized vehicles and/or apparatus are prohibited, including but not limited to bikes, skateboards, scooters and cycles.
      (2)   Adult supervision is required for children under 12.
      (3)   Protective gear is strongly recommended: helmets, pads, wrist guards, etc.
      (4)   Abusive, threatening, profane, obscene language is prohibited.
   (j)   Enforcement. Law enforcement officers or other duly appointed officials of the City shall enforce the provisions of this section.
   (k)   Signage. The Parks and Recreation Foreman is authorized to post signs in conspicuous places setting forth some or all of these rules as deemed necessary by the Foreman or by direction of the Mayor.
   (l)   Gambling. Gambling is prohibited.
   (m)   Music. Low-volume sound or music, which does not interfere with others. When in use at or in a pavilion or reserved picnic facility, the sound should remain within the confines of the facility.
