733.01 CONTRACTOR DEFINED.
   (a)    As used in this chapter, "contractor" means any firm, individual, copartnership, corporation, association or any other organization, or any combination thereof, who or which by himself or itself, or by or through others, constructs, alters, repairs, adds to, subtracts from, reconstructs or remodels any building, structure or appurtenance thereto, or undertakes, offers to undertake, purports to have the capacity to undertake or submits a bid to undertake any of the foregoing activities.
   (b)    "Contractor" includes general contractors, subcontractors and specialty contractors or journeymen whose operations as such are the performance of construction work requiring special skill and whose principal contracting business involves the use of specialized building trades or crafts, and includes those contractors who are engaged in the following types of work:
      (1)    General;
      (2)    Electrical;
      (3)    Plumbing;
      (4)    Heating and air conditioning;
      (5)    Water, sewer, excavating and grading;
      (6)    Paving; and
      (7)    Specialty.

733.02 CERTIFICATE OF REGISTRATION.
   No person, firm, copartnership, corporation, association or any other organization or any combination thereof shall engage in the business, perform any work or act in the capacity of a contractor within the City without first having received a certificate bf registration from the City. 733.03 EXCEPTIONS TO REGISTRATION.
   (a)    Public Utility Organization's Exception. No provision of this chapter shall be interpreted to require registration for officials or employees of public utility organizations to engage in the installation, alteration, repair, maintenance or utilization of any device, appliance, installation or appurtenance forming part of the equipment for generation, transmission or distribution of any commodity or service which the public utility organization is authorized by law to furnish or provide.
   (b)    Home Owner's Exception. No provision of this chapter shall be interpreted to require that the owner of a single or one-family dwelling shall be registered to perform work upon his premises. All such work shall be done by the owner with the assistance only of any member of his family or household and the work shall be done in conformity with the provisions of laws of the City and the state. No work shall be done unless all permits, inspections and approval required by the laws of the City are obtained.

733.04 APPLICATION.
   An application for a certificate of registration shall be sworn to by the applicant before a notary public. The application shall be filed with the City Building Inspector accompanied by the fee required by Section 733.06.

733.05 QUALIFICATIONS.
   The City Building Inspector shall issue a certificate of registration if all the following criteria are met.
   (a)    The applicant shows proof that one of the following proofs of his experience are met:
      (1)    He holds a valid license or certificate of corresponding character issued by any state, county, city or other municipality or by any accredited examining board and has been actively engaged in the work covered by such certificate for five years or more.
      (2)    He has performed work under permits of other municipalities; or
      (3)    He has been a tradesman for at least five years, such as a journeyman plumber, journeyman electrician, general contractor, etc.
   (b)    The applicant furnishes evidence of insurance for bodily injury in the amount of one hundred thousand dollars/three hundred thousand dollars ($100,000/ $300,000) and for property damages in the amount of at least two hundred thousand dollars ($200,000).
   (c)   The applicant furnishes proof that all employees are covered by workers compensation insurance and the same or comparable insurance for the owner (contractor) of the firm. Contractor shall uphold all such insurance for the term of the certificate. (Ord. 57-1984. Passed 12-3-84.)
