733.08 DENIAL OF CERTIFICATE; APPEAL.
   Any person who, upon application, is denied a certificate by the Building Inspector, within ten days from after such denial, may appeal from the decision of the Inspector to the Planning Commission which shall promptly hear the evidence of the applicant and of the Inspector, and which may, at the conclusion of such hearing, sustain, reverse or modify the decision of the Inspector. The appeal shall be in writing and shall be filed with the Safety Service Director who shall report the filing of such appeal and transmit all papers so filed to the Planning Commission at its next regular meeting.

733.09 REVOCATION OF CERTIFICATE.
   Upon the violation by any person holding a license under the provisions of this chapter of any law of the state or the Municipality, any rule or regulation prescribed thereunder or any reasonable order of the Building Inspector made pursuant thereto, the Building Inspector may revoke such license, and such person shall discontinue all work as a contractor during such revocation. The license may be renewed upon further application and upon satisfactory proof to the Building Inspector that any necessary corrections have been made or violations abated, and upon reasonable assurance of compliance with such laws, regulations and orders.

733.10 PROTECTION OF WORK.
   All contractors performing work pursuant to a certificate issued under this chapter shall protect all work within public streets or grounds or structure of the Municipality by proper signs, warnings, barriers and barricades in order to protect the public from injury by reason of such work. 733.11 REGISTRATION WITH TAX DEPARTMENT.
   (a)    Any contractor, subcontractor or other person performing work in the City including but not limited to, building, construction, reconstruction, remodeling or landscaping, shall register their name, place of business and person or persons to whom correspondence shall be directed with the Tax Administrator for the City.
   (b)    The Building Department shall not issue any building permit or bond until the contractor, subcontractor or person shall have registered their name with the Income Tax Department. The Building Commissioner shall note upon the permit or bond that the Tax Department has been advised as to the name and address of the contractor, subcontractor or person for whom the building permit or bond is being issued.
   (c)    The Tax Administrator shall note upon the building contractor's, subcontractor's or person's application for a building permit or bond that the contractor, subcontractor or person has registered with the Department in accordance with rules and regulations of the Tax Department and transmit such information that the registration has been completed to the Building Department.
