(a) Every person within the Village responsible for the existence of garbage, offal or other refuse matter shall provide and maintain upon the premises where the same is produced a watertight galvanized iron receptacle of not less than ten-gallon nor more than thirty-gallon capacity, with a suitable cover of the same material for the reception of all offal, garbage and refuse matter.
(b) The person providing and maintaining such receptacle shall keep the same clean and disinfected at all times, covered and in good repair in such a way as to prevent the same and its contents from becoming offensive, noxious or dangerous to the health of the inhabitants of the Village.
(c) Such receptacles containing garbage shall at no time be placed at or near the front of any building in the Village for the purpose of collection or otherwise.
The trucks or any other conveyances employed in the collection and transportation of garbage shall be constructed with bodies that are watertight and with tight covers or lids of the same material so as to effectually prevent the scattering, spilling or leaking of the contents.
In the interpretation of this chapter, the following words and phrases, unless the context show another sense to be intended, shall have the following meanings:
(a) "Garbage", "offal" or other "refuse matter" consists of every accumulation of animal, vegetable and other matter than attends the preparation, consumption, decay or dealing in or storage of meats, fish, fowls, birds, fruits or vegetables, but does not include fish water or waste matter.
(b) "Rubbish" consists of wood, leaves, grass cuttings, weeds, dead trees, or the branches thereof, chips, shavings, sawdust, woodenware, dodgers, printed matter, papers, pasteboard, brass, rags, straw, boots, shoes, hats and all other combustible matter, not included in this section under the term "garbage" as defined in subsection (a) hereof.
(c) "Waste matter" consists of natural soil, earth, sand, clay, gravel, loam, manure, stones, bricks, brickbats, plaster, Portland cement, crockery, queensware, glass, glassware, ashes, cinders, shells, metals and all other noncombustible materials.
(d) "Commercial or industrial garbage or waste" means all industrial garbage or waste capable of incineration or burning that accumulates in, upon or about the land and buildings, appurtenant to the business and activities of breweries, wholesale produce and grocery dealers, meat packing and meat wholesale dealers and fat rendering and hide processing plants.
