Any person, firm or corporation which violates this chapter or any rule or regulation promulgated by the Village Administrator or the Fiscal Officer with regards to residential or commercial trash collection is guilty of a minor misdemeanor for the first offense. The second and subsequent offenses within one year of conviction of the first offense shall be deemed a fourth degree misdemeanor.
