(A) The Village Council hereby authorizes and empowers the Manager to adopt reasonable rules and regulations as may be necessary or appropriate with regard to the operation and usage of public utilities of and within the Village.
(B) No person, firm, corporation, or agent, employee, or contractor of such, shall violate, disobey, omit, neglect, or refuse to comply with, or resist enforcement of any rule or regulation promulgated by the Manager concerning the operation and usage of the sewer and water utilities of the Village.
