§ 52.22 SPECIAL EXTENSION PROCEDURE.
   (A)   If the extension required in order to furnish service at any point within the corporate limits of the town is not within the scope of §§ 52.20 or 52.21, then the extension shall be made under the following conditions: The person, persons, firm, or corporation demanding the extensions shall advance to the water utility of the town the sum of the entire estimated cost of the extension, not including the cost of crossings, street and alley intersections not included in the cost of the installation of fire hydrants and valves.
   (B)   The town shall refund to the person, person, firm, or corporation making the advancement, the cost of 50 feet of the extension for each permanent consumer tapping the same until the full sum deposited is refunded without interest.
   (C)   The refund in each case shall be made at the rate of 10% of the cost of each 50 feet of main extension semi-annually until the full amount of the refund for each new consumer has been made.
