(A) When a prospective permanent consumer or a group of prospective permanent active consumers make written application for the extension of an existing main for a greater length than an average of 50 feet for each prospective active consumer, exclusive of street and alley intersections crossings, and for permanent service from the extension, then the extension shall be made free of charge, if the estimated total revenue for a period of 5 years from the prospective permanent consumer or consumers therefrom is equal to the entire cost of the extension.
(B) This is provided, however, that the town’s water utility is in a financial position to extend the extensions at the time and date requested, and if in the opinion of the water utility that the funds are not needed for more urgent developments or improvements.
