Water mains shall be extended free and unconditionally from existing mains on an average distance exclusive of street and alley intersection crossings, not in excess of 50 feet, if necessary, for each individual permanent active consumer having a completed permanent building or dwelling, complying with existing building and zoning regulations along the line of the extension upon written application for the extension and permanent service therefrom.
