Each water charge charged under or pursuant to a valid ordinance of the City of Newark is made a lien upon the corresponding lot, parcel of land, building or premises served by a connection to the water system of the City. The City of Newark Division of Water and Wastewater, through the Director of Public Service, shall certify to the Licking County Auditor for placement as a lien upon the real property tax list and duplicate any amounts incurred by an owner of real property as and for water charges pursuant to this Chapter and not paid within ninety days after it shall become due and payable with the interest and penalties allowed by law and be collected as other taxes.
