(a) It is the policy of the City of Newark, Ohio to honor individuals that have benefitted the city by extraordinary efforts with investments of their time, talents, and/or financial resources. Further, it is the policy of the duly elected Council of the City of Newark to consider naming/re-naming proposals, seek citizen input, and formally decide upon proposed names for City-owned public lands and/or facilities within established criteria.
(b) It is the intention of Council by means of this chapter to create the sole and exclusive means by which public lands and/or facilities within the City of Newark can be named or re-named and no such public lands and/or facilities shall be named or re-named outside of the process and procedures established herein.
