Each solid waste enterprise, including vehicles and containers used in conjunction therewith, shall be made available for inspection by the Director of Public Service, his or her agent or any health or police official of the Combined General Health District of Licking County, Ohio or the City. Such inspection shall be for the purpose of ensuring compliance with this chapter and shall be conducted during business hours and at all other reasonable times. Failure to permit an inspection as required under this section shall constitute grounds for the suspension or revocation of a certificate of registration for the operation of a solid waste enterprise, provided that the demand for the inspection is reasonable and in accordance with the purpose and requirements of this section.
