It is the intent of Council that this chapter shall be construed for the purpose of providing efficient and effective regulation of the preparation, collection, transfer and disposal of solid waste in the City, together with the maintenance of public and private property in a clean, orderly and sanitary condition for the protection of the public health, safety and welfare.
