The Board of Health of the City shall not close public highways, prohibit travel thereon, interfere with public officers in the discharge of their official duties, when such officers are not infected with or directly exposed to a contagious or infectious disease, or establish a quarantine against another city, village or township, without first having obtained permission from the State Board of Health under regulations established by the State Board.
