The Board of Health shall elect one of its number President Pro Tern, who shall preside in the absence of the Mayor and perform all duties incumbent upon the President. The Board shall meet for the transaction of business at least once in each calendar month and as much oftener as is necessary for the prompt and thorough transaction of its business. Special meetings of the Board shall be called by the President or three members thereof.
