There is hereby established a Housing Rehabilitation Advisory Board. The Board shall be responsible for advising the Mayor with -respect to the development of policies and procedures regarding the City Housing Rehabilitation Program. The Board shall be composed of three persons, one of whom shall be appointed by Council (and who may be a member of Council). The other two persons shall be appointed by the Mayor. The members of the Board shall serve without compensation and shall be appointed for an initial term of two years. After each initial term has been completed, either by the original appointee or by a person appointed to fill an unexpired term, each subsequent term shall be for one year.
