There shall be a fence at least three and one-half feet in height, constructed of materials. difficult for children to climb, designed and located in such manner as to protect adjoining tenants and the public generally, erected upon all property upon which there is a private swimming pool. The gates and locks on such fence shall be constructed so that they may be opened from the inside only.
